Indoor marijuana-growing operations are not only posing a growing risk to public safety, they are costing consumers millions in stolen electricity, according to a report by the Ontario Association of Chiefs of Police. The report, "Green Tide: Indoor Marijuana Cultivation and its Impact on Ontario" found the operations are located in all areas of the country -- from rural to urban, commercial to residential.
