S.980, the Industrial Hemp Act of 2023, is legislation to free farmers.
The act allows farmers, with reduced prohibition measures, to grow, ‘manufacture, derive, mix, or prepare’ cannabis stalks, including “whole grain, oil, cake, nut, hull, or any other compound …[or]mixture, or preparation of the seeds of that plant (except cannabinoid resin extracted from the seeds of that plant)”.
Farmers will still require special licenses, and have inspections and testing of their process, but will not require criminal fingerprinting.
Other, non-drug preparations, from leaf or root mass, is not included in the current draft of S.980.
