Are equity programs in Arizona really equal? No. Only a small percentage of cannabis businesses in Arizona are owned by people who were disproportionately harmed by the drug war.
A lottery has been announced to include more licenses for equity operators, but the question is never asked, why is there any limit on licenses at all?
