SANTA FE — State Public Regulation Commissioner E. Shirley Baca says she won’t resign in the wake of her arrest on drug charges and says she’s the target of a witch hunt. Baca was taken into custody last Wednesday at Albuquerque’s international airport. A criminal complaint says a substance that tested positive as marijuana and a glass pipe were found in her suitcase during security screening.
